由聯(lián)合國教科文組織駐華代表處、聯(lián)合國教科文組織亞太地區(qū)非物質文化遺產(chǎn)國際培訓中心（下稱“亞太中心”）、文化部非遺司和江蘇省文化廳共同主辦，蘇州工藝美術職業(yè)技術學院、蘇州市文化廣電新聞出版局承辦的第二期“《保護非物質文化遺產(chǎn)公約》中國師資培訓履約班”于2017年4月17日至26日在蘇州工藝美術職業(yè)技術學院舉行。

Co-hosted by UNESCO Beijing Office, International Training Centre for ICH in the Asia-Pacific Region under the auspices of UNESCO (CRIHAP), Department of Intangible Cultural Heritage, Ministry of Culture of P.R. China and Jiangsu Provincial Department of Culture, organized by Suzhou Art & Design Technology Institute and Suzhou Municipal Bureau of Culture, Radio, Television, Press and Publication, the Second Training of Chinese Trainers Workshop on the implementation of the 2003 Convention (II) takes place from April 16 to 27 in Suzhou, China.

聯(lián)合國教科文組織駐華代表歐敏行女士出席了培訓班開班式并致辭。歐敏行女士在致辭中指出，非物質文化遺產(chǎn)是珍貴卻又脆弱的，需要得到支持才能得以有效地代代相傳下去，2003年聯(lián)合國教科文組織大會通過的《保護非物質文化遺產(chǎn)公約》（通稱“2003公約”）標志著國際社會對非物質文化表達方式亟需保護的認可。并且，歐敏行博士還指出保護非物質文化遺產(chǎn)已與聯(lián)合國《2030年可持續(xù)發(fā)展議程》緊密相連，從經(jīng)濟、社會和環(huán)境三個維度做出有效的貢獻。同時，保護非物質文化遺產(chǎn)也是為實現(xiàn)可持續(xù)發(fā)展營造和平、安全的環(huán)境不可或缺的前提條件。

Director and Representative of UNESCO Beijing Office, Dr. Marielza Oliveira, attended the opening ceremony and delivered remarks. She pointed out that Intangible Cultural Heritage (ICH) is precious and fragile, and needs support in order to be effectively transmitted from generation to generation. The UNESCO 2003 Convention for the Safeguarding of the Intangible Cultural Heritage (usually called “the 2003 Convention”) marks the recognition by the international community that intangible forms of cultural expression need special support. Moreover, Dr. Oliveira pointed out that ICH can effectively contribute to the United Nations’ Sustainable Development Agenda for 2030, through the economic, social and environmental dimensions, as well as to understanding between peoples, thereby strengthening peace and security as fundamental prerequisites for sustainable development.

文化部非物質文化遺產(chǎn)司司長陳通先生簡述了中國在加入2003公約后逐步建成了非遺保護法律體系，積極執(zhí)行和推動非遺的保護與傳承。他提到，自2015年開始，中國文化部就已啟動了中國非物質文化遺產(chǎn)傳承人群研修研習培訓計劃（以下簡稱“研培計劃”），旨在加強傳承人群能力建設，加深對優(yōu)秀傳統(tǒng)文化的理解，提高傳承和再創(chuàng)造能力。

Director-General, Department of Intangible Cultural Heritage, Ministry of Culture of P.R. China, Mr. Chen Tong, briefed the formulation of legal system for ICH protection since China ratified the 2003 Convention, China has been actively implementing and promoting the preservation and transmission of ICH. He mentioned that since 2015, the Ministry of Culture has initiated the Training Plan of ICH Inheritors in order to build the capacity, deepen the understanding and improve the ability of inheritance and recreation.

此外，聯(lián)合國教科文組織駐華代表處文化項目官員古榕女士出席了一班閉幕式并致辭，她鼓勵學員們繼續(xù)協(xié)力合作，更好地保護并提升非物質文化遺產(chǎn)作為人文未來的核心投資以及可持續(xù)發(fā)展的驅動力。亞太中心主任梁斌主持了會議，并強調了亞太中心對于進一步擴大《保護非物質文化遺產(chǎn)公約》在中國的影響和作用的決心。

Also, Programme Specialist for Culture at UNESCO Beijing office, Ms Himalchuli Gurung attended the closing ceremony of the 1st session and delivered speech, encouraging the trainers to continue working together towards safeguarding and promoting ICH as an essential investment in humanity’s future, and as a driver and enabler for sustainable development for all. Director-General of CRIHAP, Mr Liang Bin hosted the meeting and emphasized CRIHAP’s continuous commitment in further promoting the influence and role of 2003 Convention in China.

根據(jù)聯(lián)合國教科文組織關于保護非物質文化遺產(chǎn)能力建設戰(zhàn)略相關要求，《公約》框架下的培訓分為批約履約、清單制定、申報、保護計劃等能力建設培訓，本次培訓活動旨在通過對于《公約》相關知識的講解，結合田野考察，提高學員對于公約框架下非物質文化遺產(chǎn)保護理念的認識以及對非遺項目認定和清單制定的了解。

According to the UNESCO requirements of Safeguarding the ICH Capacity-building Strategy, the Convention addresses the following needs and priorities: redesign of institutional infrastructures, revision of cultural and other policies and legislation, development of inventory methods, development of effective safeguarding measure and participation in international cooperation mechanisms. This training workshop aims to improve trainers’ understanding of safeguarding ICH and inventory-making under the Convention through the introduction of key concepts combining with field visits.

本次培訓活動借鑒2016年11月于上海成功舉辦第一期培訓班的經(jīng)驗，參訓學員覆蓋2017年度參與中國非物質文化遺產(chǎn)傳承人群研培計劃的78所高校近百名學員，分兩期連續(xù)舉辦。培訓由聯(lián)合國教科文組織認證的兩位培訓師帕塔·查勒姆鮑·科亞南塔庫女士和張敏女士授課，詳細講解《保護非物質文化遺產(chǎn)公約》的主要概念以及履約基本知識。學員還隨同培訓師一同進行了非遺保護田野考察，以昆曲、吳哥·蘆墟山歌、滑稽戲、吳地寶卷·勝浦宣卷、吳歌·勝浦山歌、勝浦水鄉(xiāng)婦女服飾和四經(jīng)絞羅織造技藝等非遺項目為案例，學習如何實際操作非遺項目認定和清單制定，如何制定保護計劃，以及社區(qū)參與的重要意義。

The second training workshop draws upon the experience of the First Training of Chinese Trainers Workshop on the implementation of the 2003 Convention (I) held in Shanghai, November, 2016. This second TOT invited nearly 100 trainers from 78 colleges and universities involved in the Training Plan of ICH Inheritors, and was divided into two sessions. The training is being conducted by UNESCO ICH facilitators Ms Paritta Chalermpow Koanantakool and Ms Zhang Min, providing comprehensive interpretation of the key concepts of the Convention, and basic information for implementation. Trainers, together with facilitators, also participate in field visits to Kunqu Opera, Songs of Wu Area/Luxu Folk Songs, Farce, Bao Juan (singing and dancing literature) in Wu Area/Shengpu Xuan Juan, Folk Songs in Wu Area/Shengpu Folk Songs, Women’s Costume in Shengpu, the town by the river and Four Warp-heddle Silk Weaving Technique, so as to practice ICH identification and inventory-making, as a means to better understand safeguarding and the importance of community participation.
